TERMS OF REFERENCE
Consultancy Title: Project Manager - Improving the Assessment of Literacy and Numeracy across the Pacific Project.
Reports to: Director, SPBEA
Term: 3 months from a date as soon as possible.
Fee: FJD 9,15012,379 per month per month salary range and allowances as may be applicable. Consultants are responsible for their own taxation payments; medical and life insurance and statutory requirements in compliance with the domestic law of their country.

POSITION DESCRIPTION
KEY RESULT AREAS
The focus of this position will be the setting up of systems that the project staff can use to guide their activities, especially in the area of reporting:
1: Development of a project operations manual
Consult with SPBEA management on project targets and timelines; develop a plan that accommodates targets and timelines; design processes and procedures that will enable achievement of targets within timelines; set out milestones and key performance indicators for different project stages
2: Setting-up financial reporting procedures
Consult with Director SPBEA and key staff on financial allocation and procedures for the project; design and develop a financial system that captures financial information for reporting to donors and other stakeholders
3: Setting up the systems to be used for reporting
Create reporting templates for key activities; train project team members on use of reporting templates; recommend reporting plan
4: Setting up the systems to be used for the monitoring and evaluation
Develop a monitoring and evaluation framework for the project; identify project outputs and timelines; create evaluation templates for each project phase; train project team members on use of M and E framework and procedures; test all systems to ensure that they are workable, sustainable and accurate; report to Director SPBEA and the psychometrician about the system.
QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE
Qualifications:
Essential- Tertiary qualifications in financial administration or related area
Desirable-MBA; project Management qualifications with educational background with proven skills and experience in project management, financial management and procurement
Knowledge and Experience:
Essential -Considerable work experience with financial management and project management in education; more than five years’ experience in the use of Microsoft Office products; demonstrated work experience with producing system and user manual documentation for project applications; good team player and good communication skills (written and oral); good working knowledge of English.
Desirable -Experience working in development contexts; cross cultural work experience; working knowledge and experience of the installation and implementation of systems for projects; working knowledge and experience of education systems in the Pacific.

SOUTH PACIFIC BOARD FOR EDUCATIONAL ASSESSMENT
The South Pacific Board for Educational Assessment (SPBEA) has from 01 January 2010, merged with the Secretariat of the Pacific Community (SPC). The SPBEA provides technical and policy advice and assistance, training and research services to its Pacific Island members, in the area of educational assessment.
The position of Analyst/Pycychometrician will be based in SPBEA, Suva within its AusAID funded Improving the Assessment of Literacy and Numeracy across the Pacific Project.
KEY RESULT AREAS
The Analyst/Psychometrician’s responsibilities include the following:
1. As a member of the Management team:
a. Be part of the management team and assist the Director in implementing the Secretariat’s 2010 2012 Strategic Plan and in the overall management of the Secretariat.
b. Work closely with the Director and/or relevant professional officers in putting together proposals for projects and programmes to meet identified needs not covered in core budget
c. Determine strategies for improving the professional services provided to member countries from time to time. d. Overall responsibility for the development, operations and coordination of the Literacy and Numeracy project, reporting regularly to the Director on the progress of achievement against the anticipated outcomes of the L & N Project.
e. Responsible for the quality assurance and quality control process embedded in the Literacy and Numeracy Project.
f. Provide professional advice to member countries in line with the L&N Project objectives..
g. Supervise and appraise the performance of officers within the Literacy and Numeracy Unit.
2. Construction, validation of assessment instruments and interpretation and reporting of assessment results
a. Coordinate the construction of assessment instruments for literacy and numeracy at years 2, 4, 6 and 8.
b. Coordinate the validation of assessment instruments for literacy and numeracy at years 2, 4, 6 and 8.
c. Provide psychometric expertise and advice on instrumentation, reporting and item banking d. Review, analyze and interpret the results of the assessment.
e. Provide recommendations and/or solutions for improvement of assessment instruments and results.
f. Deliver professional services to member countries as requested and approved through the annual work programme, and as indicated by the Literacy and Numeracy (L & N) Project.
3. Training
a. Identify areas of deficiency in expertise within the secretariat and plan programmes to strengthen in-house expertise in area of psychometrics.
b. Devise and deliver training programmes for both professional and support staff in the area of psychometrics.
c. Prepare and compile support materials for both professional and support staff in psychometric related activity
d. Prepare training programmes for use by SPBEA officers in country workshops relating to national assessment of literacy and numeracy.
4. Financial Management responsibilities
a. Preparation of a draft budget in line with the L&N Project projections to cover approved activities for the L&N Unit each year.
b. Manage funds allocated by AUSAID specifically for activities in the L&N Unit.
c. Monitor and report on the financial position of the L&N Unit as the implementer of the project. d. Organize and arrange payments, in accordance with the agreed Project financial plan, for all services delivered or received in relation to the L&N unit.
e. Work closely with the Project manager and the Financial Administrative Officer on financial matters relating to the L&N Unit
f. Authorise payments for all L&N Project staff and L&N Project-related travel costs for Director’s approval.
QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE
QUALIFICATIONS
• An advanced degree from a recognised university, in either Educational Measurement/Assessment or Qualitative Psychology or related area.
KNOWLEDGE AND EXPERIENCE
Essential
- More than five years’ experience in developing literacy and/or numeracy assessments for the primary grades, with a proven track record of analysis and interpretation of educational assessment data using Item Response Theory (IRT).
- Demonstrated expertise in the use of IRT software like Rumm2030 or WinSteps in addition to SAS or SPSS.
- More than five years’ experience in the use of Microsoft Office products.
- Demonstrated work experience with producing system and user manual documentation for deployed applications.
- Demonstrated ability in the provision of user training and support, particularly for using statistics for interpretation, IRT and test construction.
- Good customer relations and communication skills (written and oral).
- Good working knowledge of English

SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCES
The starting salary will depend on experience and qualifications. The position is currently in Grade J of SPC’s salary scale.
Salaries for staff recruited internationally are set in SDR (Special Drawing Rights) and paid in the local currency, i.e. Fijian dollar (FJD) in Fiji Islands The salary range for this grade is SDR 3,1384,245 per month. At prevailing exchange rates these amounts convert into approximately FJD 9,26112,528 per month (USD 4,6006,300; € 3,1004,200).
SPC remuneration is not subject to income tax in Fiji Islands, however, will apply to Fiji nationals appointed to SPBEA positions.
SPC subsidises housing. A housing allowance of 75 per cent of the total rental, up to a limit of FJD 2,625 per month, will be provided. The minimum housing allowance payable is FJD 1,170 per month.
In addition, an establishment grant will be payable to non-residents of Fiji Islands. Where appropriate, an education allowance will be paid.
TENURE
The appointment is for a period of eighteen months, with the possibility of renewal for a further period depending on performance and continued funding availability.

a. Design country specific assessment instruments to produce reliable and valid data on literacy achievements for early grades at Year 2
b. Develop literacy assessment instruments in the appropriate languages for member countries
c. Monitor the development and administration of assessment instruments in literacy for early grades
d. Oversee the marking and data entry of assessment results from each test administration
e. Monitor and evaluate the effectiveness of the literacy assessment process
f. Advocate for the effective use of information on literacy assessment standards for early grades
g. Reporting on the literacy assessment instruments, results and standards of literacy in SPBEA member countries
h. Develop literacy assessment instruments in the appropriate languages for country use
i. Analyse, interpret and report on national standards of early grades literacy
j. Communicate with stakeholders on their early grades literacy standards
2. Training
• Train counterparts in SPBEA and PIC assessment units in
o the principles and skills of instrumentation for Year 2 literacy assessment;
o analysis and interpretation of assessment results;
o adapting and using customised software that supports the assessment of literacy; and
o designing and developing intervention strategies to address needed improvements in literacy skills that are determined from the assessment results
Develop a training manual to be used by SPBEA counterparts during as well as after the project period.
a.Provide training for SPBEA and in-country educational personnel in the early grades’ literacy instrumentation, monitoring, research and advisory activities.
b. Develop training materials and manuals for early grades 8literacy assessment
c.Support training and research activities in early grades literacy in the countries
3. Research - designing and conducting research activities in early grades literacy assessment
a. Provide research services and training on the assessment of early grades literacy standards to member countries

The introduction of scanning technology will introduce efficiencies in both data collection and staff time-on-task in the introduction of scanning technology and its processes. In the longer term, scanning technology will be introduced for all assessment programs, however in the short term, there will be a staged introduction of the technology beginning with national assessments of literacy and numeracy. This will provide the test bed for processes and practices before progressing to the high stakes senior secondary examinations.

Organisation: The South Pacific Board for Educational Assessment (SPBEA - website: www.spbea.org.fj) is a Suva-based regional organization recently merged with the Secretariat of the Pacific Community (SPC). SPBEA provides Educational Assessment services to its member countries through improvement of teachers classroom assessment skills and practices; develop and monitors regional benchmarks for Literacy and Numeracy and Life Skills; two Senior Secondary School Qualifications for Form 6 and Form 7 levels; and coordinates the development and management of the Pacific Qualifications Register (PQR)

Description: The development of the Pacific Qualifications Register (PQR) is in response to the Ministers of Educations vision at a meeting in Auckland New Zealand in 2001. The PQR comprises four domains namely (i) all qualifications and component units (courses, modules, units, etc) accredited by the national qualification agencies (NQAs) or relevant bodies of Pacific Island countries (from certificates to doctoral degrees), (ii) Professional Qualifications and Occupational Standards (iii) the Traditional Knowledge and Indigenous Skills and (iv) regional benchmarks for literacy, numeracy and life skills. The PQR will be underpinned by a robust quality assurance framework that will facilitate the international comparability and equivalence of Pacific qualifications against international standards. The Consultant will assist the staff of the Accreditation Unit in progressing the development of the Pacific Qualifications Register through the following activities.
o Edit, advise and finalize the Second Draft of the PQR Booklet
o Edit and complete the re-writing of the PQR Document
o Develop Policies, Procedures and Guidelines for the following:
- Registration of qualifications onto the PQR
- Development of qualifications
- Quality Audit procedures
- The Quality Assurance Standard for the PQR
- Edit and fine-tune principles that underpin the development of the Pacific Qualifications Framework
o Advice on phases in assisting country development of NQAs, NQFs and related policies and procedures, and aligning them with those of the PQR
o Advice on and establish guidelines for the relationship between the NQAs and the Accreditation Unit
o Prepare and draft procedures that will facilitate the international comparability and equivalence of the PQR with other systems
o Advise on the scope for and ensuing developments of the following aspects of the PQR:
- Appropriate parameters for a software/information system that supports the PQR
- Professional qualifications and occupational standards
- Traditional knowledge and indigenous skills
- Regional benchmarks for basic and primary education
o Advise on the scope of SPBEA coordination of the Pacific Careers Network
o Develop training materials and conduct training for a Panel of Accreditors
o Other work as mutually agreed to and can be completed within the set timeframe
• Applicant Requirements:
- Proven successful experience with at least five years in developing national or regional qualifications frameworks or registers
- Experience in developing quality assurance standards, policies, procedures and guidelines
- Experience in developing qualifications, courses, modules units of study including developing programme designs, determining delivery and assessment modalities
- Experience from working in at least three Pacific Islands Education or related systems
- Experience in developing and delivery of professional development programmes
- Experience in the training and conduct of quality audit

The Information System Specialist will assist SPBEA in developing an Information System and Database that will facilitate the capture of information from the above domains onto the PQR in consultation with national and regional stakeholders. The system will include a central database with appropriate fields and sub-fields on providers and Institutions and their qualifications and courses aligned with all the Pacific Island Countries’ databases and systems to facilitate transfer of information from NQA systems to the PQR and vice versa; a central system for capture and facilitate comparison of qualifications and courses of study; and a comprehensive system for the management of professional qualifications and individual achievements through recognition of all forms of learning and skills development. The Specialist will provide formal and informal training to SPBEA staff as appropriate.
• Applicant Requirements:
Extensive experience in ICT relating to hardware, software and technical specifications and setting up data information systems; Experience in designing and building database applications; Experience working in a multidisciplinary team in a complex operational environment; Experience working in developing countries, preferably in the Pacific region and in small island states; Experience in capacity building and skills transfer; Demonstrated capacity building skills; Excellent interpersonal, written and oral communication skills; Proven cross cultural communication skills; capacity to advise on the design of data collection instruments.
